Not every product needs a native app on day one. A simple framework for deciding between responsive web, PWA, and mobile app design when budget and time are limited.

Founders in Hong Kong often ask for both a website and an app in the same breath. Sometimes that is right; often a focused web experience ships faster and learns more. The choice should follow user behavior, not platform trends.
Start with the job to be done
If users need push notifications, offline access, camera or sensors, or daily habitual use, mobile app design deserves serious investment. If discovery happens on search and social, and tasks are occasional, responsive web design may cover 80% of value.

Marketing site plus focused app for core actions is a common pattern — marketplaces often separate discovery (web) from repeat usage (app). Design each surface for its job instead of duplicating every feature everywhere.
